The rain ritual was important and Choi Ji Mong had a plan, the need of the people and the idea of reforming this world all depend on variables that he place into check. The part of where he watches the Prince's write their names on the plaques with their birth year already told him much.

He needed the people to go into sequence and to make the future brighter because there were always many variety he saw. The girl Hae Soo did splendidly even more so, she was the driving force behind the wheels turning. 

GwangJong the name he could read from that girls mind hasn't fallen yet. She would never consider the importance of her deed to help move the Fourth Prince into place. However, he does want her to do her part but then not interfere by telling what she remembers.

Ji Mong had gotten the Fourth Prince into the palace and he had manage to keep him in the palace to help the crown prince. He had place the fourth prince into place for the rain ritual. The man was cunning and smart, making the world believe in the miracles of the rain was something that a King would think. He was perfect but he needed more fine tuning and the girl sealing up the scar. Giving the boost of confidence of the Fourth Prince. He just hope that he didn't miscalculate anything, because Goryeo needed this. They needed someone to unify the world and to show that a slave on the seat was just as Kingly.

That girl's heart was in a disarray, but he needed her to straighten herself out and if that means breaking her a bit, then it cannot be helped. For the future it is needed.
